Applying for a Postal ID? PHLPost Reminds Public of the Official Rules

The Philippine Postal Corporation (PHLPost) has issued a fresh reminder to the public on the official requirements for securing a Postal ID, aiming to ensure a uniform application process across the country and spare clients from unnecessary inconvenience.

Acting Postmaster General and CEO Maximo C. Sta. Maria III said the directive under PHLPost Circular No. 25-48 dated March 20, 2025, was meant to standardize documentation and prevent post offices from asking for requirements beyond what is officially mandated.

Core Requirements for New Applicants
According to PHLPost, all applicants must:

  • Personally appear at any post office.
  • Submit one duly accomplished application form, written in bold letters using black or blue ink.
  • Present one valid proof of identity, such as: PSA-issued Birth Certificate, National ID, UMID Card, Driver’s License, Passport, PRC ID, Voter’s ID and Other government-issued ID with photo and signature
  • Provide proof of address, which may include: Barangay Certificate of Residency, Utility bill, Lease contract, Land title, School billing statement, and Other accepted proof of residence

Additional Papers for Special Cases
Supporting documents will only be required in specific circumstances, such as:

  • Marriage Certificate – for married women using their spouse’s surname
  • Death Certificate or Annulment Decree – for widowed or annulled applicants
  • Divorce Decree – for divorced individuals
  • Naturalization Certificate – for naturalized Filipinos

Sta. Maria stressed that no extra requirements should be imposed outside the official list, and that the Postal ID continues to be one of the country’s most widely recognized government IDs accepted by both public and private institutions for financial transactions, government services, and other official purposes.

To ensure smooth processing, PHLPost has directed all Area Directors, Postmasters, Marketing Specialists, and Postal ID Screeners to strictly comply with the reiterated guidelines.
