Foundever Backs Cebu’s “Mayor of the Night” Initiative to Empower BPO Workforce

In a powerful display of public-private collaboration, Cebu City’s bold “Mayor of the Night” initiative continues to gain momentum as Foundever, one of the region’s leading BPO employers, expresses full support. The program, designed to enhance city services and infrastructure for night shift workers, was the centerpiece of a recent strategic meeting between Foundever executives and key city leaders.

Vice Mayor-elect Tomas Osmeña and City Councilor-elect Harold Kendrick Go sat down with Foundever’s Senior Vice President John Sneed, Senior Directors for Operations Kris Villaba and Roy Yongque, and Director for HR and Recruitment Mae Blanco. The meeting underscored a shared vision: to make Cebu a safer, more supportive, and inclusive city for its growing population of BPO professionals.

Among the top priorities discussed were improved nighttime shuttle services for workers, and the launch of a one-stop government center in IT Park or a central business hub—part of the much-anticipated “Mayor of the Night” rollout. This center would offer 24/7 City Hall services tailored to night workers’ needs, addressing everything from documentation to emergency assistance during off-peak hours.

“These efforts reflect a shared vision of making Cebu City a safer and more supportive environment for BPO professionals,” Foundever executives stated. “They align with our long-term goal of empowering our people and helping communities thrive.”

Also on the table were proposals for broader reforms, including enhanced nighttime transportation, and a communal housing-and-employment model for working single mothers. With the new administration set to assume office in July, city officials are optimistic that Cebu City could become a national model in round-the-clock governance.
